From 2009 to 2014,she served as a special assistant U.S. attorney and assistant U.S. attorney for the Northern District of California in San Francisco, and for the Eastern District of California in Fresno. From 2005 to 2009, she served as an assistant attorney general with the District of Columbia Attorney General’s Office in Washington, D.C. Judge Phan is a member of the California State Bar and District of Columbia Bar.
