Judge Horn was appointed as an Immigration Judge in November 1983. He received a Bachelor of Arts degree from St. Louis University in 1968, and a Juris Doctorate from Loyola University Law School in 1971. Prior to his appointment as an Immigration Judge, he worked as an administrative law judge for the Administrative Hearing Commission, State of Missouri, in Jefferson City, Missouri, from 1977 to 1983. From 1974 to 1977, he served as chairman for the Missouri State Board of Mediation in Jefferson City. From 1971 to 1974, Judge Horn served as an assistant public defender in St. Louis, Missouri. He is a member of the Missouri Bar.
